Working as co-developer, The Vision Group collaborated with the city of Johnson City to form public/ private partnerships to develop five buildings on Tipton Street. The $6 million mixed used project consisted of 28 apartments and 40,000 sf of retail space with the city contributing enhanced streetscape features on Tipton Street. Utilizing historic tax credits and tax increment financing this project became a reality in 2009 becoming a catalyst for additional downtown development. Miller developed Tipton Street through a real estate development company she founded in 2003, Urban Redevelopment Alliance (URA).
